In an apparent move to appease the angry consumers that they are serving, South Cotabato Electric Cooperative II (SOCOTECO II) suspended their plan to revise their Brownout Schedules from 3 hours straight 4 times daily into the immensely unpopular 6-hour twice-daily brownouts. Below is their email message to Bariles’:
POWER ADVISORY
Please be advised that the implementation of the recently-released REVISED SCHEDULE OF POWER INTERRUPTION (6 HOURS, TWICE DAILY) is SUSPENDED until further notice.
Rotational brown-out will be the prior three-hour, four-times- daily schedule.

ALL ARE ALREADY FED UP WITH THE SEEMINGLY INACTION AND DEAFENING SILENCE OF SOCOTECO II MANAGEMENT WITH REGARD TO THE POWER CRISIS.
A SOCOTECO II insider called our attention to the fact that the SOCOTECO Management was knowledgeable of the existence of this blog and read the comments to our earlier announcement of their plan of implementing longer brownouts.
The comments (90 as of this writing) came from generals who are either based here in the city or abroad but who share one thing in common – ALL ARE ALREADY FED UP WITH THE SEEMINGLY INACTION AND DEAFENING SILENCE OF SOCOTECO II MANAGEMENT WITH REGARD TO THE POWER CRISIS.
Most of the comments seethe with anger, frustration and desperation for the answers to their questions:
- Why should there be an increase in the # of brownout hours from 3 to 6 hours when in fact, the rainy season has already began? The least they could have done is to maintain the status quo.
- Why was there no consultation with the public when the SOCOTECO II management decided on the revised schedule, together with the GSC Chamber of Commerce and Industry?
- Why was their an increase in their power bills when in reality, because of the brownouts, they have used 50% less of their power consumption?
- Why should SOCOTECO II effect an increase in rates when they can not even give even just a fair amount of good service?
- What’s taking them long in procuring the additional power generators they need to make up for the loss of supply from Transco?
- Why are other big cities in Mindanao not suffering these 12-hour outages which are already common here in GenSan?
- What really are the advisories from TransCo with regard to the power crisis? The public has the right to know any updates from them, too.
If your comments to SOCOTECO II’s initial plans to implement 6-hour 2x daily brownouts were partly instrumental to have made them retreat and suspend it, then you only have yourselves to thank for.
But of course, our wails and cries of anger still won’t stop until we hear from SOCOTECO II Management and their answers to the above queries.
Because only by doing so, will we, the generals be assured that it is the consuming public’s welfare that is foremost on their minds in making decisions and not just the asses of well-entrenched businessmen who are trying to create a culture of helplessness, surrender and apathy among the “great people by the bay”.

Guys, blame everything to corruption in govt., especially at the NPC, and the EPIRA law of 2001, which sets into motion the deregulation of the power industry and eventual privatization of state-owned enterprises. This was coupled with the government’s short-sighted projection for Mindanao (read as deliberate neglect) which also purported this crisis. NPC had a power barge stationed in Gensan but was sold to the private sector (Aboitiz group) – that was due to this EPIRA privatization scheme. It’s true, we really have a power crisis and Gensan is the most affected coz we don’t have enough source of energy other than the power grids outside of our place where we sourced out our electric power. There’s another side of the story. Unscrupulous players in the power sector want to capitalize on this situation. That is why I am forced to believe that power outages can be faked by these crooks. It’s so easy to curtail power generation to the SOCSARGEN area just to force us to idly accept the establishment of a coal-fired plant here. It’s even reinforced by ads in the media just to precondition our minds. What the heck! They are just waiting for us to collectively shout on the streets, but nobody wants to dare. Maybe now, it’s snowballing already. Feed us up and you will see!

Socoteco 2 must explain why the increase in our bills when we are using 50% of our usual monthly electric consumption. Di naman tayo domodoble ng saing pag may kuryente na. Di naman domodoble ang gamit natin sa mga electrical appliances pag may kuryente. Why, why, Delilah???

Alam naman ng lahat na most water reservoir here in MIndanao are gradually being filled up by water to support our hydro power plants. It’s a shame on your part. Iba sa inyo may guts pa na magpalagay ng partylist! Yet you tend to be deaf with the people’s needs!

kahit i-suspend nila ang 6hrs 2x a day brownout here sa GenSan eh it doesn’t mean na mananahimik na tayo. lagi na nga brownout sa bahay 9-12 hours a day pero ang bill ko eh tumaas ng almost 50%. From 700 pesos to 1000 pesos. bawas na nga ang consumption ng ilaw pero ang bill lumalaki. kalokohan talaga.

It has kept me breathless and gasping for air and yet, the commitment to write pushes me to go even farther. It’s exhilirating to say the least. This is not enough to appease the wailing consumers about their service. Bakit pa nila tataasan ang singil sa kuryente? Bakit di pa sila nakabili ng bagong generators? Grabe na ang perwisyong dulot nila sa taumbayan? Are they not power consumers themselves? SOCOTECO II employees are also consumers, are they not feeling their senses about the worsening crisis?
As consumers, we must get a good, better or even the best value of our money! Ang na nga magtrabaho ng ilang oras tapos kakaltasan pa ng mataas na bill na di mo naman ginamit dahil sa brownout. Could they establish fairness or justice here? Are they just profiteering right out from the power curtailments we’re experiencing?!

Mr. Bariles: this is one way we could express our sentiments. Generals are not born stupid that we could not understand why is it possible to have electricity before , during and after electionday. We are paying on time….socoteco should give us the kind of services that is due to us. Ang bilis nyo pa magputol. Parehas lang tayo lahat….life should be fair. Hindi dapat businessmen lang ang given favor. Il go for the 3 hrs brownout. at least shorten ang pinitensya ko and my family.

We’ve been had, and they’re just laughing at us. Threatening to impose the 6-hour blackouts was just a ploy — now everyone’s “quite fine” with the 3-hr power outages spread throughout the day. Well, I am NOT fine with any of that! I hate living like we’re not in the 21st century, and basic needs like power can’t even be provided. Why am I being denied the electricity that I religiously pay for? This is a lot of bull!

the Chamber of Commerce wanted the 6hr 2x daily rotational brownout because it will help them. Will it help other people who have small businesses, schools, govt offices and private offices and even people like me who are working home based? It is so hard to rest at night without electricity on, not everyone can afford a generator set. If these big companies are having a hard time, di sila nag iisa. Everyone of us is having a hard time. If they are worried they will shut down or retrench employees, then small businesses and those trying to earn a living working home based are also worried to not able to feed their families. I thought GenSan is divided into two groups only, so why are other areas experiencing a total of 12 hrs, 9 hrs power outage when some areas only have 3 or 6? I heard on the news there will be a public consultation on Wednesday on the SP bldg, i hope they will make the situation a win-win for everyone. Why not have the power outages at 5am-8am, 11am-1pm, 5pm-8pm, I believe everyone will benefit..schools, offices, banks, small and big businesses..just a thought. I want GenSan to remain Magandang GenSan, not Mainit and Madilim na GenSan.

Pinagmamayabang natin ang very high economic returns ng Gensan tapos ganito. These power interruptions which is a result of poor management and implementation would cause a domino effect in the entire populace of Gensan from the business sector down to the private sector. Kawawa naman ang mga businesses sa Gensan, eventually more people will be laid off and companies will shut down because of this.

Or sadyang robot lang talaga ang leadership ng Socoteco. Robot as in, they can only follow simple instructions gaya ng 4 years old child or perhaps younger. No initiative and no prudency to solve the problem.
Pano na ang mga pangarap ng mga taga Gensan to become the economic center of Mindanao? If problems like this will not be solved as soon as possible, we might as well give up on that dream.
Further notice my a*s! Dapat na alleviate na ang problem ngayon. Socoteco you are making the lives of the people in Gensan worse! If you can’t do your job and provide what the consumers deserve, you might as well step out of office!!!
EVerything will eventually boil down to this two words if our sentiments are not heard:
“GENSAN SUCKS!”

To those who are on top of the SOCoteco II admin I hope you could feel the worst sufferings brought about by this power interruptions. Maybe by that time, you will try to open your ears to listen to the people in Gensan and use your head in solving this predicament.

Gensan lang talaga kasi may balak silang magtayo ng COAL plant dito sa bandang MAASIM kaso marami ang ayaw kaya yun, parang pinapatikim nila sa tin na kelangan talaga itayo yun.. malaking project, that means malaki na naman ang makukurakot nila..
There are other reasons behind.. parang NLP lang yan tol.. they were conditioning the people for that COAL plant na gusto nilang itayo sa maasim.. mga GAGO gyud..

For me its still not acceptable. Im just a regular employee but an honest taxpayer and i NEVER miss paying my electricity bills. The El Nino reason was so lame and stupid. I puke everytime I hear it. Now rainy days are here and there MUST not be any mediocre alibis anymore. We’re not dumb to just accept it hook, line and sinker. SOCOTECO : PLEASE PLEASE lay out the cards. Give us the true reasons why this damn brownouts are still happening. Make a public announcement, rather make a tarp explaining the reasons and hang it outside your illustrious fence along J. Catolico Ave. THE PUBLIC OUGHT TO KNOW.
I have a 7mos baby and all the rashes are appearing in her tiny body because of the heat not to mention the irritability and restlessness. The whole situation is such a burden already. And the elec bills come increasing like crazy!!! Foul already.

Who “WON” losers? They raised the electricity cost from over P5 to P6 plus, that is 20% increase in our power cost, as in 5-6, parang utang sa bumbay. We had no power interruption for a few days now, why not not keep it up? Kaya naman pala walang brownout.

These brownouts should not be called rotational, but irrational; not rotating but irritating.
I cannot understand why they were able to change schedules easily, if they claim that it was really necessary. I believe that the Generals are tough, whether 3 hours or 6 hours, we will endure it. If and only if, the crisis is really severe and rationing is absolutely necessary.
But, we do not like being lied to. SOCOTECO II Management owe us a lot of explanations! This doesn’t end here. We will force the explanation out of them, if we have to

It has to be stopped. Sobrang perwisyo ang dinulot nito sa pamilya ko. My one-year old son was hospitalized due to broncho-pneumonia. Reason, sa sobrang init dito sa gensan na dinagdagan pa ng OVER na brownout. After a week, my two-year old daughter had the same problem too. Not only businesses were affected, worst, our health are now at risk. Anong ginagawa ng local government natin about this? Like majority here, still the 3 hours, 4 times a day still NOT ACCEPTABLE. We have suffered so much already for the past 4 months. And until now, theirs no concrete solutions done. Do they think that many of our investors here are already thinking of stopping/transferring to other places?
