Another general was in the news very recently.

Remember Atty. Gerard Mosquera whom we featured two years back when he was appointed as PCGG Commissioner?  That made us very proud of him since he hails from GenSan.

Now, we should even be prouder of him because President Noynoy Aquino just recently appointed him as Deputy Ombudsman for Luzon effective June 1, 2012 for a seven-year fixed term.

P-Noy picked Atty. Mosquera from a shortlist submitted by the Judicial and Bar Council (JBC), that also included Graft Investigation and Prosecution Officer II Roque Dator, Commission on Elections (Comelec) director Ferdinand Rafanan, and Ombudsman consultant Melchor Arthur Carandang.

Atty. Mosquera replaced Atty. Francis Jardeleza who had been named Solicitor General.

P-Noy congratulates Atty. Gerard Mosquera (of Kadulasan Street, GenSan) after swearing him into office as the new Deputy Ombudsman for Luzon at the Malacanang Palace.

Atty. Mosquera used to serve the anti-graft agency as Graft Investigation Officer III in 2003.

He was also involved in some United Nations and United States Agency for International Development (USAID)-funded projects from 2003 to 2010 as Chief of Party for the Justice Institutions Strengthening Project in East Timor (JISP); as senior legal adviser and program manager for anti-corruption for the Rule of Law Effectiveness Project (ROLE); as UN anti-corruption adviser to the Inspector General of Timor-Leste for the UN Mission of Support in East Timor (UNMISET); and as rule of law task manager for the Economic Growth Technical Assistance Project (EGTA). Whew!

Gerard, as we his high school schoolmates from NDDU call him, proceeded to finish his BS Management as well as his Bachelor of Laws degrees from the Ateneo de Manila University.  Do we need to say that he graduated with honors and was given a silver medal for academic excellence?

He proceeded to Kings College in London where he earned his Master of Laws degree and a Master of Public Administration degree from Harvard University, John F. Kennedy School of Government, where he was a recipient of the 2010 Lucius N. Littauer Award for Academic Excellence and Leadership.

And yes, lest we forget to mention – Atty. Gerard Mosquera, placed 2nd in the 1992 Bar examinations.

Grabe!  Definitely a sterling record!

Congratulations and good luck, Atty. Gerard Mosquera!  You are a real source of inspiration for the generals and your fellow Dameans.  You never cease to amaze us!

You are truly a Champion!
